University of the Philippines Los Baños The University of the Philippines Los Baños (UPLB) is a premier institution of higher learning in the Philippines, renowned for its excellence in agriculture, forestry, environmental science, engineering, and development studies. Established in 1908, UPLB has evolved into a comprehensive university offering a wide array of undergraduate and graduate programs. The national and regional academic community recognizes UPLB for its contributions to research, public service, and sustainable development in both local and global contexts. At UPLB, the College of Public Affairs and Development (CPAf) is a key academic unit focused on producing leaders in public affairs, governance, and community development. One of its flagship programs is the Master in Public Affairs (MPAf), a professional degree program designed to equip students with theoretical and practical knowledge to address complex challenges in public affairs. It trains professionals serving government and non-government institutions, as well as scholars dedicated to the analysis of public issues, particularly as they relate to the improvement of public welfare. It is a professional degree structured around concepts and skills essential to policy, planning and management activities within governmental, quasi-governmental organizations, business entities and other civil society organizations. The MPAf offers specializations in strategic planning and policy studies, as well as education management. UPLB's CPAf joined NASPAA to take advantage of networking with other institutions and professionals in the field of public administration and policy. With NASPAA’s wealth of educational resources, including access to best practices, innovative teaching methods, and curriculum development tools, CPAf’s membership will help enhance the quality of our program content and delivery. It will also contribute to our reputation and credibility. Intending to engage with NASPAA for the long haul, CPAf seeks to take advantage of opportunities for its faculty and administrators to stay current with the latest developments in public policy education and practice. Being part of NASPAA will allow CPAf to benchmark its programs against recognized standards and peer institutions, fostering continuous improvement. It would also help facilitate international partnerships and exchange for UPLB.

The “Territorial Community Management” program at Mariupol State University prepares students to lead and innovate in local governance, with a strong focus on crisis management during wartime and the post-war rebuilding of Ukraine and its communities. Emphasizing practical skills in community development, local government operations, and sustainable growth strategies, the program addresses the urgent needs of Ukrainian communities. Our goal is to develop skilled professionals equipped to tackle the complex challenges of community management and contribute to resilient, thriving communities during recovery and beyond. Mariupol State University, originally located in the city of Mariupol, was forced to evacuate following the devastating destruction of the city by Russia. Now operating from Ukraine’s capital, Kyiv, the university is actively establishing a new, temporary campus while continuing to provide high-quality education and support to its students and community. Joining NASPAA allows us to align our curriculum with international standards in public administration education, providing students with a global perspective and access to best practices. We are excited to connect with NASPAA’s network to further strengthen our program, ensuring our graduates are prepared for impactful careers in community management both in Ukraine and abroad.
